On the morning of July 7, 2026, at the AURORA Hall, Hoa Sen University (HSU), the HSU Faculty of Law, in collaboration with the Vietnam Lawyers Journal, successfully hosted a national scientific conference themed: “Personal Data Protection in the Digital Age: Safeguarding Privacy Against Technological Risks”. As a long-term partner of the HSU Faculty of Law, Minh Thien Law was deeply honored to serve as the Diamond Sponsor, contributing to the success of this academic event hosted by Hoa Sen University.
I. Event Scale and Insights from Leading Experts
The event attracted over 150 experts, scientists, legal professionals, regulatory representatives, and the business community, along with numerous lecturers and students from 35 universities and academies nationwide. The organizing committee received 120 high-quality and highly practical academic papers. Among these, the 40 most outstanding papers were selected for publication in a special issue of the Vietnam Lawyers Journal, and 6 topics were chosen for live presentation.
In his opening remarks, Assoc. Prof. Dr. Nguyen Huu Huy Nhut – President of HSU and Head of the Organizing Committee, emphasized that the explosion of technologies such as Artificial Intelligence (AI), Big Data, and Cloud Computing brings challenges regarding the risks of information leaks, illegal data trading, or high-tech fraud. Today, data not only reflects but also shapes lives, serving as an extension of human identity in the digital space.
Building a solid legal framework is a prerequisite for creating digital trust and developing a sustainable society. Sharing this viewpoint, Lawyer and Journalist Tran Van Duan (Head of the Ho Chi Minh City Representative Office of the Vietnam Lawyers Journal) affirmed the importance of institutional refinement in the pivotal year of 2026, imposing significant responsibilities on regulatory bodies, research institutions, and the business sector.
II. The Highlights
The conference featured two discussion panels moderated by Prof. Dr. Nguyen Dang Dung and Dr. Nguyen Hoai Nam. Hot topics on technology and law were vibrantly discussed through 6 direct presentations, including:
Civil liability for damages resulting from personal data breaches from the practical perspective of court adjudication and the role of lawyers.
Minimum responsibilities of SME businesses in Data Protection Impact Assessments (DPIA) and Transfer Impact Assessments (TIA).
Protecting Personal Data in Artificial Intelligence Training: Technical, Legal Perspectives and Recommendations for Vietnam.
AI ethics in recruitment and protecting employees' personal data in Vietnamese enterprises.
Protecting personal data in labor relations according to the legal regulations of certain countries and lessons learned for Vietnam.
Current status and recommendations for personal data protection in the digital age under Vietnamese law.
Notably, practical proposals from the presentation on DPIA and TIA obligations for SMEs were highly appreciated by regulatory authorities. Lieutenant Colonel Do Minh Kim – Deputy Head of Division 3, Department of Cybersecurity and High-Tech Crime Prevention (A05), Ministry of Public Security, acknowledged this and stated that his unit would incorporate some of the authors' recommendations to serve the process of perfecting related legal regulations in the coming time.
Furthermore, through the submitted papers, many fresh perspectives were profoundly addressed, such as the proposal to apply a "reversal of the burden of proof" mechanism (requiring data-processing businesses to prove their systems are safe when an incident occurs, rather than shifting the burden of proof to citizens) and solving privacy dilemmas when businesses use AI to automatically screen candidate profiles in human resource management.
